The Village of New Concord is accepting bids for the Main Street Lead Service Line Replacement Project.
Separate signed, sealed Bids for the Main Street Lead Service Line Replacement will be received by the Village of New Concord at the office of the Village Administrator, 2 West Main Street, New Concord, Ohio 43762 until 12:00 p.m. (local time) on September 2nd, 2026. Bids will be delivered to the Office Administrator at the Front Desk. Bids will be opened at 12:00p.m in the Village Administrator’s office and record of same will be posted on the City’s Website https://newconcord-oh.gov/ thereafter. A Prebid Conference will be held in the Village Administrator’s office at 10:00 a.m. on August 19th, 2026.
The work covered by the Contract Documents includes water service line replacement from the water main to the curb stop, including the curb stop, at 30 locations, and 12 locations from the curb stop to the interior of a building along Main Street. Work includes tree lawn and/or sidewalk and curb restoration as indicated. The estimated cost is $197,500.00 as of August 2026 based on research of historical bid data.

Each proposal must be accompanied by a Bid Guaranty and Contract Bond per the contract documents.
Bidders must be registered plan holders. Each BID must be made upon the blanks furnished within the Contract Documents, without mutilation. The entire Contract booklet must be delivered to the office of the Village Administrator, 2 West Main Street, New Concord, Ohio 43762, prior to 12:00 p.m. on September 2nd, 2026. The successful bidder will be required to furnish a bond for the faithful performance of the contract in a sum not less than 100% of the total price bid for the complete work, said bond to be that of an approved surety company authorized to transact business in the State of Ohio, to the satisfaction of the Law Director.
Each Proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity. The Owner intends and requires that this project be completed within 5-months of issuance of the Notice to Proceed.
The requirements for the payment of prevailing wage rates will apply to this Contract. The statutory requirements of the State of Ohio relative to the licensing of corporations organized under the laws of other States will apply. Successful bidder shall carry out applicable requirements of 40 CFR part 33 in award, performance and administration of this contract in compliance with the EPA’s Disadvantaged Business Enterprise Program for all contracting, subcontracting and procurement. This procurement is subject to the EPA policy of encouraging the participation of small business in rural areas (SBRAs).
The Village of New Concord reserves the right to reject any and all Bids or to increase or decrease or omit any item or items and/or award to the lowest and best BIDDER. Each proposal must contain the full name of every person or company interested in the same. The Village of New Concord reserves the right to waive any informalities or irregularities in the Bidding. Award is contingent upon funding through WSRLA by Ohio EPA.
