The Village of New Concord passed Ordinance D-6-18-1 on June 11, 2018, which regulates the connection to and use of public and private sewers, the installation and connection of building sewers, and the discharge of water and wastes into the sewage system in the Village.

Water and Wastewater Department Overview

The Village of New Concord’s Water and Wastewater Department provides potable water for the Citizens of New Concord from the WaterTreatment Plant and removes water pollutants through the Wastewater Treatment Plant. The following is a brief description of the services that are provided by the Water and Wastewater Department.

Water Treatment

Water Treatment is responsible for operating and maintaining the water treatment facility, pumping stations, and water storage tanks; inspecting the drinking water supplies and their watersheds; and monitoring water quality.

The mission of the Water Treatment Plant is to provide a safe and continuous supply of drinking water for Village customers.

The goals and objectives of Water Treatment are to:

  • Deliver safe, reliable, high-quality water in sufficient volume to meet consumers’ needs
  • Protect public health by ensuring delivered water complies with regulatory standards and addressing emergency situations promptly and thoroughly
  • Improve operations and services, achieving cost-effectiveness and efficiency without sacrificing quality
  • Plan for the future by investing today in preventive maintenance, periodic renewal, and replacement of facilities

The Village’s Water Treatment Plant has been in service since 1913. Raw water obtained from surface sources is treated with EPA approved chemicals where it is coagulated, flocculated, put through a sedimentation process, filtered, chlorinated, and fluoridated, resulting in a high quality drinking water that meets and exceeds with all present Ohio EPA drinking water standards.

The Village of New Concord’s water system is made up of two reservoirs, two storage tanks, a class III conventional surface water plant and 10 miles of distribution water mains.

Service is provided to over 2,600 residents with 726 water taps, 100 fire hydrants, one booster station, and a pressure reducing station. There is a demand of 252,700 gallons per day, with a peak flow of 397,520, requiring the water plant to operate for 18 hours per day.

Wastewater Treatment

Wastewater Treatment is responsible for operating and maintaining New Concord’s wastewater treatment facility. The Wastewater Treatment Plant provides treatment for the wastewater collected by the Village’s wastewater collection system.

The mission of the Wastewater Plant is to protect Ohio waterways from community sanitary waste by complying with a federal NPDES (National Pollutant Discharge Elimination System) permit.

The goals and objectives of Wastewater Treatment are to:

  • Protect public health by protecting Ohio waterways, ensuring treated water complies with regulatory standards, and addressing emergency situations promptly and thoroughly
  • Improve operations and services, achieving cost-effectiveness and efficiency without sacrificing quality
  • Plan for the future by investing today in preventive maintenance, periodic renewal, and replacement of facilities
  • Perform Laboratory analysis on waste water to measure the performance of treatment system.

The Village’s Wastewater Treatment Plant has been in service since 1942. Effluent water is discharged into North Crooked Creek after it has been treated biologically with millions of microorganisms, put through a sedimentation process, filtered, and during the summer months is disinfected with UV light, which produces a high quality water that exceeds all Ohio EPA and federal NPDES water standards.

The plant is designed to handle 448,000 gallons of waste per day. Operators have been able to treat a peak wet weather flow of 1,500,000 gallons per day.

The Village of New Concord’s Wastewater Treatment system is made up of two oxidation ditches, two pump stations, a bar screen, two aerobic digesters, a UV disinfection basin, and a belt press. It is classified as a class II extended aeration plant with 7 miles of collection sewer mains.
